County staffers knew about indicted manager's spending

It has never made sense to me that former Buncombe County Manager Wanda Green was able to embezzle hundreds of thousands of dollars via county-purchased gift cards, without SOMEONE knowing about the racket.

Well, someone besides her son - who was also county employee and who also was indicted for embezzling.

From today's Citizen-Times:

Wanda Greene's sister was among several county employees who reviewed the former Buncombe manager's expense reports, Chief Finance Officer Tim Flora confirmed.

Flora  said Irene Wolfe, a county accountant, is one of several employees who  examines employee expense reports, to ensure receipts and proof of  purchases were attached and that numbers matched the requested  reimbursement. Greene's submissions were among those, he said. 

Flora said about five finance staffers review expense reports. As finance director, he ultimately approved them.

Yesterday, the Citizen-Times reported that Greene was accused of her soon-to-be ex-husband's credit card to make online purchases, and that the Sheriff's office investigated. While charges were not filed, Greene apparently settled it via the allocation of assets in the divorce.

This was 2009.

Sheriff Van Duncan said he was told that Greene offered her resignation to the all-Democratic Board of Commissioners, but that they refused to accept it.

So, yes... people knew.
